A Community Improvement Plan (CIP) is a tool used by municipalities to incentivize private and public sector investment within a prescribed area. The Town has adopted two (2) CIP’s, namely the Downtown CIP (2020) and the Affordable and Sustainable Housing CIP (2024), which provide financial incentives to support improvement projects in the Town. Each CIP has seven (7) financial incentive programs respectively for a combined total of fourteen (14) programs.

Downtown Community Improvement Plan (CIP)
The Downtown CIP generally applies to properties on Main Street and within its immediate vicinity with the goal of improving and revitalizing Downtown Penetanguishene. The CIP offers the following financial incentive programs, including grants of up to $15,000 and loans of up to $60,000.
- Building Improvement and Renovation Program
- Affordable Housing Program
- Landscaping and Property Improvement Program
- Tax Increment Program
- Planning and Building Fee Rebate Program
- Building Façade Improvement Program
- Signage Improvement Program

Affordable and Sustainable Housing Community Improvement Plan
The Affordable and Sustainable CIP applies to the entire Town; however, incentives programs vary within urban versus rural areas. The goal of this CIP is to assist in the development of affordable and sustainable housing in the Town, including retrofits and improvements to existing units. The CIP offers the following financial incentive programs of up to $25,000.
- Additional Dwelling Unit Program
- Tax Increment Equivalent Grant Program (TIEG)
- Planning and Building Permit Fee Program
- Renovations for Affordable Rental Housing Program
- Home Energy Program
- Affordable Housing Feasibility Study Program
- Surplus Land Program
