Special Council, Council and Committee of the Whole Highlights: September 10, 2025

Special Council

  • Council received the Wastewater Division Staffing update for information.
  • Council convened in Closed Session in accordance with the Town of Penetanguishene Procedural By-law 2023-50 regarding:
    • Joint Fire Chief Services Agreement with the Town of Midland.
    • Personnel Matter – Chief Administrative Officer.

Council

  • Council approved the following proclamations:
    • September 2025 as Childhood Cancer Awareness Month.
    • September 15 – 21, 2025 as National Coaches Week.
    • October 1 – 7, 2025 as National Breastfeeding Week.
  • Council received a presentation from Alectra to provide an update on utility services.
  • Council received a presentation from Severn Sound Environmental Association regarding an update on the Local Climate Change Action Plan.
  • Council approved the minutes from the August 13, 2025, Council Meeting.
  • Council approved the Committee of the Whole Report from August 13, 2025.
  • Council passed 2 by-laws:
    • 2025-38 All Terrain Vehicle/Off Road Vehicle Program Bylaw 2025
    • 2025-39 Lift Part Lot Control Champlain Shores.

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee received a quarterly update report for the Midland Penetanguishene Transit Ridership.
  • Committee received an update regarding Septage Disposal and Treatment Options.
  • Committee approved the Asset Management Plan 2025

RECREATION AND COMMUNITY SERVICES

  • Committee received the Summer Culture Festival Ad Hoc Committee June 10, 2025, meeting minutes.
  • Committee received the Wellbeing and Accessibility Committee June 12, 2025, meeting minutes.
  • Committee received a memo regarding the Enhancing Access to Spaces for Everyone Grant.
  • Committee received information regarding options for a community memorial for Penetanguishene residents.

PLANNING AND COMMUNITY DEVELOPMENT

  • Committee received the Committee of Adjustment July 21, 2025, meeting minutes.
  • Committee supported the Economic Advisory Committee’s motion related to a response to United States tariffs.
  • Committee received a monthly Municipal Law Enforcement activity report for July 2025.
  • Committee directed staff to apply to the Partners for Climate Protection Program for Milestone 4, as part of the Local Climate Change Action Plan for the reduction of Greenhouse Gas emissions.
  • Committee approved a two (2) year extension to the Draft Plan of Subdivision approval for St. Andrews Village Subdivision (PEN-SUB-2019-02) concerning 1145 Fuller Avenue.
  • Committee approved the Official Plan Amendment (File No. OPA 2024-01) and Zoning By-law Amendment (File No. ZA 9/2024) for 200 Main Street and 35 Thompson Road West.
  • Committee deferred the Short-Term Rental Licensing Program changes back to staff to be brought forward at a future meeting.

FINANCE AND CORPORATE SERVICES

  • Committee received the 2024-2025 Fire Department Financial Analysis.
  • Committee approved the Digital Signage Plan and directed staff to include the following locations in the 10-year capital plan for the 2026 budget process:
    • Thompsons Rd and Highway 93 – 2026
    • Fuller Ave and Robert St E – 2028
    • Wharf – 2030
    • Townhall, Firehall and Library – 2032
    • Arena – 2034
