Special Council, Council and Committee of the Whole Highlights: November 13, 2024 – News Release

- Council approved a report regarding the drainage improvements within Phase 2 of the Harbour Pointe Subdivision.
- Council received update regarding 78 Main Street.
- Council had no residents participate in the Open Forum, where Council provides 2 minutes to speak about any municipal item.
- A Public Meeting was held in accordance with the Planning Act related to an Official Plan Amendment and Zoning By-law Amendment application for 200 Main Street.
- A Public Meeting was held in accordance with the Planning Act related to the Removal of Holding Symbols for 57 McArthur Drive and 88 Wozniak Road
- Council received a presentation from the Canadian Museum of Water, Fred Addis.
- Council received a presentation from the Georgian Bay Heritage Legue, Basil Lafreniere.
- Council approved the minutes from the October 9, 2024 Special Council Meeting and Council Meeting.
- Council received a memo from the Director of Human Resources regarding OMERS enrollment of non-full time Volunteer Fire Fighters.
- Council received a memo from the Director of Legislative Services/Municipal Clerk regarding clarification on the 2025 Council and COW meeting calendar.
- Council approved the recommendation to report back on any matters identified in the at the public meeting in a future report to the Committee of the Whole on the 200 Main Street and 35 Thompson Road West applications.
- Council approved the removal of the Holding Symbol for 57 McArthur Drive.
- Council approved the removal of the Holding Symbol for 88 Wozniak Road.
- Council approved the initial acceptance of the Harbour Pointe Subdivision Phase 4 base asphalt.
- Council approved the appointments to the Summer Cultural Festival Adhoc Committee.
- Council approved the Committee of the Whole Report from November 6, 2024.
- Council passed six (6) By-laws:
- 2024-50 By-law to Establish and Approve the Fees and Charges of the Town of Penetanguishene.
- 2024-51 Being a By-law to Amend By-law 2013-86 to Regulate or Prohibit Signs or other Advertising Devices.
- 2024-52 Being a By-law to Amend Comprehensive Zoning By-law 2022-17 of The Corporation of the Town of Penetanguishene (Remove Holding ‘H’ Symbol from 57 McArthur Drive).
- 2024-53 Being a By-law to Amend Comprehensive Zoning By-law 2022-17 of The Corporation of the Town of Penetanguishene (Remove Holding ‘H’ Symbol from 88 Wozniak Road).
- 2024-54 A By-law Amendment to Appoint Municipal Law Enforcement Officers for the Town of Penetanguishene (Seasonal Staff – Public Works Department).
- 2024-55 Being a By-law to establish the rates of remuneration to non-union Staff of the Corporation of the Town of Penetanguishene and repeal By-law 2019-19.
Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.
- Committee received a presentation from the Director of Communications and Engagement of the Georgian Bay General Hospital Foundation.
TRANSPORTATION AND ENVIRONMENTAL SERVICES
- Committee received the Midland Penetanguishene Transit Ridership Quarterly Update – Q3 2024 for information.
- Committee received a memo from the Director of Public Works regarding Navy Lane Drainage Improvements Project Update.
- Committee approved the Snow Removal Level of Service Policy 2024 Update.
RECREATION AND COMMUNITY SERVICES
- Committee received the Museum and Heritage Committee Meeting Minutes from September 12, 2024 for information.
- Committee received a memo from the Director of Recreation and Community Services regarding Boat Tour Operation – Small Vessel for information.
- Committee approved the Special Event Policy Updates as presented.
PLANNING AND COMMUNITY DEVELOPMENT
- Committee received the Committee of Adjustment Meeting Minutes from September 30, 2024 for information.
- Committee received a memo from the Planning and Community Development Department regarding the complete application and scheduling of a Public Meeting for a Zoning By-law Amendment (File No. Z.A. 12/2024) for the property at 1376 Sandy Bay Road for information.
- Committee received a memo from the Planning and Community Development Department regarding the complete application and scheduling of a Public Meeting for a Zoning By-law Amendment File No. Z.A. 13/2024 at1457 Tay Point Road.
- Committee received a memo from the Municipal Law Enforcement Officer regarding Monthly Activity Report – October 2024.
- Committee received the short term rental licensing by-law review report for information.
FINANCE AND CORPORATE SERVICES
- Committee received 2024 scholarship program report for information.
- Committee received 2025 development charge annual indexing report for information.
- Committee approved the temporary borrowing of funds to meet current expenditures until 2025 taxes are collected
- Committee approved the 2025 interim property tax levy.
- Committee approved the Council remuneration.
