Special Council, Council and Committee of the Whole Highlights: February 12, 2025 – News Release

- Council approved Fuller Avenue and Robert Street Signalization Project Land Acquisition at the southwest corner of Robert Street East & Fuller Avenue.
- Council received a memo from the Director of Public Works and Engineering regarding Water and Wastewater Organizational Restructuring Update.
- Council presented 2 community organizations with cheques from the Community Capital Grant Program. These organizations included:
- Georgian Bay Physician Recruitment ($10,000); and
- Community REACH – Transportation Linking Communities ($7,150).
- Council received a presentation from Ship’s Company of Penetanguishene.
- Council received a Staff Years of Service presentation from the Chief Administrative Officer.
- Council received a 2024 Year in Review presentation from the Chief Administrative Officer.
- Council approved the minutes from the January 15, 2025, Special Council Meeting and Council Meeting.
- Council approved the Committee of the Whole Report from January 15, 2025.
- Council passed 1 By-law:
- 2025-05 Being a By-law to Authorize the Entering into of a Memorandum of Understanding with Waypoint Centre for Mental Health Care.
Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.
PRESENTATIONS
- Committee received a presentation from BMA Management Consulting Inc. regarding Water and Wastewater Long Range Financial Plan.
- Committee received a presentation from Archaeological Research Associates Ltd. regarding Heritage Property Designations.
TRANSPORTATION AND ENVIRONMENTAL SERVICES
- Committee received the Proposed 5 Year Sidewalk Maintenance and Reconstruction Plan.
- Committee received the 5 Year Preventative Road Maintenance Plan.
- Committee received the 5 Year Stormwater Maintenance Plan.
- Committee received the 5 Year Sanitary Sewer Maintenance Plan.
- Committee received the Midland Penetanguishene Transit Ridership Quarterly Update – Q4 2024.
- Committee approved the Water and Wastewater Rate Study.
RECREATION AND COMMUNITY SERVICES
- Committee received the Penetanguishene Library Board Meeting Minutes.
- Committee received a Memo from the Director of Recreation and Community Services regarding the Ontario Trillium Foundation Capital Grant.
- Committee approved the Small Tour Boat RFP Results.
- Committee approved the Ship’s Company of Penetanguishene Agreement.
PLANNING AND COMMUNITY DEVELOPMENT
- Committee received Committee of Adjustment Meeting Minutes from September 30, 2024, and October 28, 2024.
- Committee received a Memo from the Municipal Law Enforcement Officer regarding the Monthly Activity Report for January 2025.
- Committee approved the recommendation to serve a Notice of Intention to Designate on the following nine (9) properties:
- 13 Fox Street;
- 13 Peel Street;
- 21 Peel Street;
- 26 Water Street;
- 27 Church Street;
- 47 Chatham Street;
- 50 Robert Street West;
- 58 Robert Street East; and
- 131 Main Street.
- Committee approved the Zoning By-law Amendment (File No. ZA 4/2024) for 65 Nettleton Drive.
- Committee directed staff to operationalize any recommendations regarding line painting and signage to improve parking downtown, to consider the recommendations of the Parking Strategy Study in future road reconstruction projects, and to bring a report back on establishing a parking permit system for Penetanguishene including necessary staff resources and budget support. Committee further directed staff to seek public input through a Public Information Session and report back to Committee of the Whole on the following proposed changes during the Traffic and Parking By-law amendment process:
- Possible changes to limit vehicle lengths on all or part of Main Street.
- Possible changes to the permitted parking time limits downtown including short-term parking spaces for quick turnover.
- Possible changes to add accessible parking spaces downtown.
Lastly, Committee did not endorse the recommendation from the Parking Strategy Study to consolidate the Town Dock parking area into one area sufficient for 53 boat trailer parking spaces and 109 passenger vehicle parking spaces as part of the Town Dock Secondary Plan and Master Plan project.
FINANCE AND CORPORATE SERVICES
- Committee received 2024 Financial Indicator Review.
- Committee received a Memo from the Chief Administrative Officer regarding an update on economic development Options and passed a motion to withdraw from the Economic Development Corporation of North Simcoe (EDCNS).
- Committee approved the withdrawal from the Cultural Alliance in the Heart of Georgian Bay as of April 30, 2025.
