What is a Secondary Plan?

A secondary plan is a land use study and plan for a particular area of a municipality that is prepared as an amendment to an official plan. Typically, a secondary plan will provide more detailed policies for an identified growth area to guide development and change.

What is a Master Plan?

A master plan is a dynamic long-term planning document that provides a conceptual layout to guide future growth and development of an area. In the case of the Town Dock, the Master Plan includes analysis and recommendations for new parkland, accessibility to the waterfront, parking and access to the site.

What is Proposed?

The draft Town Dock Secondary Plan and Master Plan will be presented to receive comments from the Public. The draft Secondary Plan and Master Plan contains:

  • A draft vision and guiding principles for the Town Dock area;
    • Detailed policies and schedules (maps and drawings) to guide the future growth and development of the Town Dock with respect to land use, built form and public realm improvements, connections to parks and downtown, waterfront transitions and civic space.
