March 11, 2026 Special Council, Council and COW Highlights

Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Upcoming meetings including agendas and minutes from the meetings are available on our website. This meeting is available for viewing on our YouTube Channel. 

Special Council:

  • Council received a memo from the Director of Human Resources regarding CUPE 2380.05 Bargaining Update.

Council

  • Council had one resident participate in the Open Forum, where they were provided two minutes to speak about any municipal matter.
  • Mayor Rawson proclaimed March 2026 as It Starts Month in the Town of Penetanguishene, in support of the County of Simcoe #ItStarts Month initiative.
  • Council held a Public Meeting regarding a Zoning By-law Amendment application for 15 Sheffcote Street. A member of the public provided comments in person, while a few written submissions were received.
  • Council held a Public Meeting regarding a Zoning By-law Amendment application for 138 Robert Street East. There were no members of the public who provided comments in person, while a few written submissions were received.
  • Council received a presentation from the County of Simcoe regarding the 10-year Affordable Housing & Homelessness Strategy.
  • Council adopted minutes from the Council and Special Council meetings held on February 11, 2026.
  • Council approved the background to the Public Meeting report concerning 15 Sheffcote Street, as presented and directed staff to report back at a future meeting in response to comments.
  • Council approved the background to the Public Meeting report concerning 138 Robert Street, as presented and directed staff to report back at a future meeting in response to comments.
  • Council approved that Notice of a Public Meeting regarding an Official Plan Amendment to approve the Town Dock Secondary Plan and Master Plan be given.
  • Council pulled the Microsoft Teams Phone Handling Options report for re-discussion. Staff were directed to proceed with the recommended option of an Auto-attendant as outlined.
  • Council passed 4 by-laws, including:
    • 2026-11 Georgian Bay Minor Hockey Association Agreement
    • 2026-12 North Simcoe Girls Hockey Association Agreement
    • 2026-13 Penetang Junior 'C' Kings Agreement
    • 2026-14 Penetanguishene Skating Club Agreement

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

 

  • Committee received a presentation from Environmental Services – Water, regarding the Annual Report for 2025 for information.
  • Committee received a presentation from Environmental Services – Wastewater regarding the Annual Report for 2025 for information.

 

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee received the Midland Penetanguishene Transit Committee Meeting minutes from September 9, 2025, for information.
  • Committee received the Midland Penetanguishene Transit ridership quarterly update from Q4 2025 for information.
  • Committee received the Environmental Services (Wastewater) 2025 annual report and KPI’s for information.
  • Committee received an update on the Septage Disposal and Treatment options.
  • Committee approved the Drinking Water Systems Summary Report 2025 as presented.
  • Committee approved the Disposal of Surplus Assets as presented.
  • Committee approved the Midland Penetanguishene Microtransit Request for Proposal Award for the supply of On-Demand, Technology Based, Ride-Share Public Transportation Services be awarded to Great Lakes Transit ULC.

 

RECREATION AND COMMUNITY SERVICES

  • Committee received the Museum and Heritage Committee meeting minutes for information.
  • Committee received the Penetanguishene Public Library meeting minutes for information.
  • Committee approved of the addition of a Special Projects Coordinator to be hired in 2026.

PLANNING AND COMMUNITY DEVELOPMENT SERVICES

  • Committee received the Committee of Adjustment meeting minutes from September 29, 2025, for information.
  • Committee received the Town Dock Adhoc Committee meeting minutes from November 25, 2025 for information.

 

FINANCE AND CORPORATE SERVICES

  • Committee received the History of Grants Received from 2011 – 2025 Report for information.
  • Committee received the Outdoor Digital Signage Policy for information.
  • Committee received the Annual Remuneration for Council, Boards and Committees 2025 Report for information.
  • Committee approved the CNCC Strategy Update regarding Municipal Engagement for Policing Costs Associated with Provincial Correctional Facilities.
  • Committee approved suggested amendments to the Procedural By-Law for review and report back.
