Special Council

Council received updates regarding the potential acquisition of land and Water & Wastewater labour relations matters. Council directed staff to move forward in accordance with the direction outlined in the land acquisition report, while the Water & Wastewater labour relations memo was received for information.

Council

  • Council had 4 residents participate in the Open Forum, where they were provided with two minutes to speak about any municipal matter.
  • Council held a Public Meeting regarding the Removal of Holding Provision for property 67 Wozniak Road (ZA 7 2026). No comments from the public were made.
  • Council held a Public Meeting for the proposed changes to the Planning, Building and By-law fees. Two members of the public provided comments in person while members of Council provided feedback
  • Council received the Advanced Snowplow Truck Procurement Update for information.
  • Council approved the removal of the holding provision for 67 Wozniak Road as outlined in the staff report.
  • Council approved the submission of comments to Innovation, Science and Economic Development (ISED) on their consultation on Amendments to the Sitting Process for Telecommunication Towers with amendments as suggested by members of the public.
  • Council approved an exemption from the procurement by-law for the Wharf Sink Hole repair and approved the use of the capital funds for further investigative works as outlined in the report.
  • Council approved the Janitorial Services contract Award as recommended.
  • Council passed 4 by-laws, including:
    • 2026-30 Zoning By-law Amendment for 106 Robert Street West
    • 2026-31 Lifting Holding Provision 67 Wozniak Road
    • 2026-32 Authorize Internal Loan from HEC Reserve Fund for the Roads Division Garage & Wash Bay
    • 2026-33 Zoning By-law Amendment for 138 Robert Street East (Protestant Separate School Board of Penetanguishene)

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee received the 2026 Drinking Water System Inspection Reports for the LePage and Payette Drinking Water Systems for information.
  • Committee received the Sewer Use By-law Compliance Program for information.
  • Committee received the Philip H Jones WPCP Final Report for information.
  • Committee approved the Traffic Calming Measures and the Road Safety Initiatives Fund as outlined.

RECREATION AND COMMUNITY SERVICES

  • Committee received the Museum and Heritage Committee meeting minutes of May 14, 2026 for information.
  • Committee received the Burkevale Community Use of School update for information.
  • Committee received the MURC Work Plan Update for information.

PLANNING AND COMMUNITY DEVELOPMENT SERVICES

  • Committee received a memo from the Director of Planning and Community Development regarding the Complete Application and Public Meeting for 18 Wright Court.
  • Committee received the Committee of Adjustment Meeting Minutes from April 27, 2026 for information.
  • Committee directed staff to maintain the current Open Space zoning for the properties municipally known as 161 Church Street and 72 Lorne Avenue, directed staff to register a restrictive covenant ensuring the lands remain open space, and to prepare a management plan for the properties in a future budget.

FINANCE AND CORPORATE SERVICES

  • Committee received a memo from the Director of Legislative Services/Municipal Clerk regarding Bill 9, Municipal Accountability Act, 2026.
  • Committee received a memo from the Director of Emergency Services/Fire Chief regarding the Hydro One Community Partnership Grant Application.
  • Committee approved the 2027 Budget Timeline and Surveys as outlined
  • Committee approved the Fire Pumper Internal Loan as outlined.
  • Committee approved the Procedure By-Law Update as outlined in the report with an amendment to extend the trial period.
