Council Highlights - November 27, 2019

Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Detailed agendas and minutes from the meetings are available on our website or you can view our livestream for additional details. Meetings take place the second and fourth Wednesday of each month unless otherwise noted.​

Workshop

  • Council participated in a Planning 101 Workshop with the Ministry of Municipal Affairs and Housing.  Future workshops include the Economic Development Corporation of North Simcoe, Water Standard of Care, Asset Management 101, Media Training, MPAC, Municipal Insurance, Emergency Management etc.

Council

  • Council approved the recommendations from the Committee of the Whole report of November 13, 2019.
  • Council approved the recommendations from the Special Committee of the Whole report of November 20, 2019 (Budget).  The final 2020 Budget is set to be adopted by Council on December 11, 2019.
  • Council approved the authorization of an agreement for Police Services from the OPP for six years as recommended by the Police Services Board.
  • Council approved the Final 2019-2023 Community Strategic Plan which outlines the Mission, Vision and Strategic Goals for the future of the Town.
  • Council passed three (3) By-laws including an appointment for a Road Patrol/Equipment Operator to be authorized to act as Municipal By-law Enforcement Officer when required during winter maintenance, a by-law to remove the subdivision of lands at Fox Street north of McGuire Park, and the agreement for police services from the OPP.

Committee of the Whole (items that were discussed to be ratified at Council’s next meeting):

  • Committee received and update regarding the provision of a Secondary Water Supply.
  • Committee requested staff provide a report regarding resident concerns related to parking on Church Street.
  • Committee approved an update to the ice user rates and fee structure for the next three ice seasons.
  • Committee received for information meeting minutes from the Main Street Art Ad Hoc Committee, Huronia Animal Control and the land sale of 8 Levi Simon Trail.
  • Committee received an update regarding the application for a Draft Plan of Subdivision and Zoning By-law Amendment for 1145 Fuller Avenue, known as St. Andrew’s Village.
  • Committee approved the Background Review Study for the Zoning By-law Review Project including endorsing the repeal and replacement option of the existing by-law.  An updated By-law will be coming forward at a future meeting for Council consideration.
  • Committee approved in principle the Zoning by-law Amendment and draft Plan of Subdivision for 176 and 200 Fox Street (formerly Bay Moorings Marina).  Conditions of draft Plan Approval and a draft Zoning By-law amendment will be coming forward at a future Committee meeting for consideration.  
  • Committee received an update regarding the Development Charge Indexing Report.
  • Committee approved the 2020 water and wastewater rates to take effect on January 1, 2020.
  • Committee approved the 2020 Interim Tax Levy which will be brought forward to Council through a By-law for final approval.
  • Committee approved the temporary borrowing of funds to meet current expenditures until the 2020 taxes are collected, which will be brought forward to Council through a By-law for approval.
