Council Highlights: August 9, 2023

Council

  • Deputy Mayor La Rose proclaimed the week of September 16-24, 2023 as National Coaches Week in the Town of Penetanguishene.
  • Deputy Mayor La Rose proclaimed September 25, 2023 as “Franco-Ontarian Day” in the Town of Penetanguishene.
  • Council held a public meeting regarding Municipally Initiated Zoning By-law Amendment Z.A. 5/2023 - Multiple Dwelling Units in the Downtown and Waterfront Zone. Comments from the public were made online and in-person.
  • Council received a presentation from Don Chapman regarding Terry Fox Day 2023 in the Heart of Georgian Bay
  • Council received a presentation from the Penetanguishene Skating Club.
  • Council received a delegation from T. De Luca regarding roadwork and ditching concerns.
  • Council received two memos to Council regarding the Penetanguishene Angels Heritage Designation and Appointment By-laws.
  • Council directed staff to prepare a report regarding comments received at the public meeting for Municipally Initiated Zoning By-law Amendment Z.A. 5/2023.
  • Council approved the License Agreement for the Installation of Telecommunications Conduits at Techform.
  • Council approved the final Procedural By-Law Update as amended to be considered as a By-law at the September 13, 2023 Council meeting.
  • Council passed 8 by-laws, including:
    • 2023-40 Being a By-law to Appoint a Deputy Clerk for The Corporation of the Town of Penetanguishene
    • 2023-41 Being a By-law to Authorize the Entering into a License Agreement with MAGNA CLOSURES INC. (o/a TECHFORM)
    • 2023-42 Being a By-law to Appoint Municipal Law Enforcement Officers for the Town of Penetanguishene (Fire Department Staff)
    • 2023-43 Being a By-law to Consolidate the Traffic/Parking and Use of Highways Regulations and to Repeal By-law No. 2022-02 and All Amendments to the Same
    • 2023-44 Being a By-law to Appoint a Municipal Weed Inspectors for The Town of Penetanguishene and to Repeal By-law 2010-37
    • 2023-45 Being a By-Law to Designate the Penetanguishene Angels as Being of Cultural Heritage Value and Interest under Section 29 of the Ontario Heritage Act
    • 2023-46 Being a By-Law to Repeal By-law 1985-72 being a By-law to designate a property to be of cultural heritage value or interest under Section 31 of the Ontario Heritage Act
    • 2023-47 Being a By-law to Authorize the Entering into an Agreement with Pickard Construction for Utility Construction/Maintenance by Hydrovac Excavation

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Committee received a presentation regarding the Town of Penetanguishene Secondary Water Supply Municipal Class Environmental Assessment.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee received a Transit Ridership Update for Q2 for information.
  • Committee received the Roads Division Key Performance Indicators (KPI) Report for information.
  • Committee received the Notice Package - Telecommunication Tower proposed for 17 Poyntz Street for information.
  • Committee approved the Payette Water System Secondary Water Supply as outlined.

RECREATION AND COMMUNITY SERVICES

  • Committee received a memo regarding the Wharf Structural Assessment & Repairs.
  • Committee received a memo advising them that Quest Art has withdrawn its commitment to oversee the angel art project.

PLANNING AND COMMUNITY DEVELOPMENT SERVICES

  • Committee received the Economic Advisory Committee Minutes for information.
  • Committee received two memos from the Planning and Community Development Department regarding the Zoning By-law Amendment File No. Z.A. 8/2023 – 120 Military Road and Zoning By-law Amendment File No. Z.A. 9/2023 – 200 Fox Street.
  • Committee received the Municipal Law Enforcement Monthly Activity Report – June 2023 for information.
  • Committee received the Municipal Accommodation Tax Proposal for information.

FINANCE AND CORPORATE SERVICES

  • Committee received the 2023 Quarter #2 Financial Summary for information.
  • Committee received a memo from the Corporate Services Executive Assistant regarding the Community Based Strategic Plan.
