Council and COW Highlights September 8, 2021

Council

  • Council held a Statutory Public Meeting with respect to the Zoning By-law Amendment for 95 and 97 Poyntz Street. A presentation was given by the consultant and comments were made from members of the public.
  • Council received a verbal update from the Chief Administrative Officer regarding COVID-19 Municipal Impacts.
  • Council received a background report to the Public Meeting for the Zoning By-law at Amendment 95 and 97 Poyntz Street for discussion and a follow up report from staff will be provided at a future meeting.
  • Council approved the Culture Alliance in the Heart of Georgian Bay statement for the National day of Truth and Reconciliation.
  • Council approved the additional funding required to complete the remediation work required for the Ojibwa Landing Risk Assessment project.
  • Council approved that Town Staff apply to the Community Building Fund – Capital Stream through the Ontario Trillion Foundation for the replacement of the roof at the Penetanguishene Memorial Community Centre.
  • Council approved that the abatement and demolition tender for 51 Dunlop Street be awarded to either Tr-Phase Group Inc. or Budget Environmental Disposal Inc pending a formal interview of each company.
  • Council approved recommendations within the Committee of the Whole report from August 11, 2021
  • Council passed two (2)  By-laws including;
    • 2021-42 - Being a By-law to Authorize the Execution of a loan from the HEC Reserve Fund for funding required for the Sewage Treatment Plant Grit Removal System
    • 2021-43 Being a By-law to Amend Zoning By-law 2000-02 for 39 Yeo Street

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Committee received a delegation from Gord and Keith Press regarding the Beaulieu Road request included in the Council Information Package.
  • Committee received the Council information Packages from August 20 and September 8 for information.
  • Committee received a memo to Council regarding an update of 12 Byrnes Crescent.
  • Committee received the DWQMS Management review meeting minutes.
  • Committee approved the proposed 5-year preventative road maintenance plan as outlined in the staff report.
  • Committee received a memo to council regarding communications for Adopting Pets from the Huronia Animal Control.
  • Committee received the Monthly Huronia Animal Control Report for information.
  • Committee received the Municipal By-Law Enforcement Monthly Report for information.
  • Committee received the Business Recovery Task force meeting Memo #15 for information.
  • Committee approved the draft by-law for adoption of increasing building permit fees in the Town of Penetanguishene to come into effect January 1, 2022.
  • Committee approved the revised draft plan of the subdivision application for 123 Robert Street East with an amendment that future final approval at a future meeting be based on storm water management and final height of the building being addressed to the satisfaction of Council.   Council further gave direction on staff to provide notice of changes to residents and request comments.
  • Committee approved a by-law to dedicate a 1’ Reserve on the south side of Mercer Crescent as part of the road allowance.  
  • Committee received the AMO Conference 2021 Ministry Delegations report for information.
  • Committee approved the formal joining of the Coalition of Inclusive Municipalities and the development of a Diversity, Equity, and Inclusion Advisory Ad-hoc Committee.

Special Council

Council convened in an in-camera (closed session) for the following:

  • Council received a presentation from the Director of Human Resources regarding CUPE Mandate for Outdoor Workers
  • Council received information regarding the Employee Policy for Federal Statutory Holidays.
