Council and Committee of the Whole Meeting Highlights - November 25, 2020

Council

  • Council received a presentation from Economic Development Corporation of North Simcoe and the Heart of Georgian Bay regarding a 2020 Activity Report and 2021 Strategic Planning.
  • Council received a presentation from President, Stuart Spiers of the Penetanguishene Curling Club (PCC) to share the PCC membership update for the year 2020.
  • Council approved the draft agreement between the Corporation of the Town of Penetanguishene and Georgian Bay Snowriders.
  • Council approved that the Town apply to the County of Simcoe’s Age-Friendly Needs Assessment Grant in consultation with the Community Wellbeing Committee.
  • Council approved the Mayors appointment of Toni Juneau to the Museum and Heritage Committee for the remainder of the Council term.
  • Council pulled a motion from the October 14, 2020 Committee meeting and approved that the Penetang Junior ‘C’ Kings be granted a reduction in rates to the Minor Hockey Rate for the 2021 Season.
  • Council passed six by-laws including a by-law to enter into an endowment fund agreement with Huronia Communities Foundation; a by-law to authorize the execution of an agreement with the Town of Penetanguishene Volunteer Firefighters Association; a by-law to amend zoning by-law 2000-02; a by-law to exempt certain lands from part lot control; a by-law to authorize the agreement with the Georgian Bay Snowriders; and a by-law to authorize the agreement with La Cle d’la Baie en Huronie.

Committee of the Whole

  • Committee received Council Information package from October 20, 2020 and November 25, 2020 for information.
  • Committee approved the proposed option for Winter Maintenance on Peel Street.
  • Committee awarded the Payette Water System Secondary Supply Municipal Class Environmental Assessment capital project to J.L Richards & Associates.
  • Committee received the Penetanguishene Public Library Board Minutes from September 28, 2020 for information.
  • Committee received the Penetanguishene Public Library Report from CEO for information.
  • Committee received the Winterama 2021 & The Reconnect Festival and Event Grant Program for information.
  • Committee approved the amendments to the Curling Club Agreement as presented.
  • Committee received the October 2020 Monthly Municipal Law Enforcement Activity Report for information.
  • Committee received the Business Recovery Task Force Meeting Memos #5 and #6 for information.
  • Committee received a monthly Huronia Animal Comparative Report for information.
  • Committee received a memo to council regarding the Community Improvement Plan Grant Recipients for information.
  • Committee received Graffiti Removal Report for information.
  • Committee approved that Council waive the formal purchasing process and renew the contract with Huronia Animal Control t for a period of three years.
  • Committee approved Zoning by-law amendment Z.A 5/2020 for the property 38 Poyntz Street as recommended and a by-law will be presented at the next meeting.
  • Committee approved Zoning by-law amendment Z.A 6/2020 for the property 136 Fox Street as recommended. and a by-law will be presented at the next meeting.
  • Committee approved Zoning by-law amendment Z.A 7/2020 17 Peel Street as recommended, and a by-law will be presented at the next meeting.
  • Committee approved by-law to authorize the Mayor and Clerk to sign the Consent Agreement and License Agreement for execution regarding 344 Watson Road.
  • Committee approved creation of a Technical Advisory Committee to assist the development of the Town Dock Secondary Plan.   The TAC will be recruiting two (2) public members to participate as well.
  • Committee approved the Site Plan Revisions for 61 Thompsons Road West being an 18-unit residential apartment building;
  • Committee received 2021 Development Charge Index Report for information.
  • Committee approved the 2021 Interim Tax Levy Report.
  • Committee approved the 2021 Temporary Borrowing Report.
  • Committee approved the recommended water and wastewater rates for 2021.
  • Committee approved an extension of the shared services agreement for Fire and Emergency Services until December 31, 2021.
  • Committee approved the 2021 Council and Committee of the Whole meeting schedule as presented.
  • Committee approved that the Information Technology Service Agreement be renewed to December 31, 2021.

Special Council

  • Council convened in an in-camera (closed session) to discuss details of the services provided for Information Technology by Compusolve and a legal and insurance claim update.
