Council and Committee of the Whole Highlights: June 9, 2021

Council

  • Council held a moment of silence in honour of the 215 children found in a mass grave at a residential school in Kamloops, British Columbia.
  • Mayor Leroux on behalf of the Town of Penetanguishene Councilproclaimed June 15, 2021 as World Elder Abuse Awareness Day.
  • Council held the Statutory Public Meeting with respect to the Zoning By-law Amendments for the following properties: 33 Polish Avenue to remove the Holding “H” Symbol and 39 Yeo Street to rezone the home to a residential zone. No comments from the public were made and a follow up report regarding 39 Yeo Street will be brought forward at a future Council meeting. 
  • Council awarded Toni Juneau the 2021 Senior of the Year Award.
  • Council adopted the North Simcoe Community Safety and Well Being Plan.
  • Council received a presentation from Steve Langlois of Monteith Brown regarding the Arena and Recreation Centre Study.
  • Council received a verbal update from the Chief Administrative Officer regarding COVID-19 Municipal Impacts.
  • Council approved a Model Home Agreement at Champlain Shores development (formerly Bay Moorings Marina) at 176 and 200 Fox Street.
  • Council approved recommendations within the Committee of the Whole report from May 12, 2021
  • Council approved recommendations within the Special Committee of the Whole from May 26, 2021.
  • Council passed five (5) By-laws including;
    • 2021-33 Being a By-law to Amend Zoning By-law 2000-02, as amended of The Corporation of the Town of Penetanguishene (Remove ‘H’ Symbol from 33 Polish Avenue). 
    • 2021-34 Being a By-law to Amend By-law 2021-25 being a By-law to Set the Rates of Taxation for the Year 2021.
    • 2021-35 Being a By-law to Amend By-law 2015-64 being a By-law to Regulate the Town of Penetanguishene Water Works Utilities and to Establish Fees and Charges.
    • 2021-36 Being a By-law to authorize the entering into a Model Home Agreement with Bay Moorings Marina Holdings GP Inc, Bay Moorings Marina Holdings Limited Partnership, and 2607260 Ontario Inc.
    • 2021-37 Agreement with Simcoe Muskoka District Health Unit for COVID-19 Immunization Clinics Which Includes the Use of Penetanguishene Memorial Community Centre.

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Committee received the Council information packages from May 12, 2021 and June 9, 2021 for information.
  • Committee approved the disposal of surplus items. 
  • Committee directed staff to bring forward the implementation of a shared separate accessible transit system for consideration during the 2022 budget process.
  • Committee received Museum & Heritage Committee Minutes dated April 8, 2021.
  • Committee received a draft facility use agreement with Waypoint Centre for Mental Health Care for aquatic and recreation programming.
  • Committee received an Island Princess & Southern Georgian Bay Chamber of Commerce Agreements update for information and moved to repeal the by-law 2021-21.
  • Committee approved staff the delegated authority to utilize portions of the 2021 Canada Day/All Things Canadian operating budget and savings achieved in the Winterama operating budget to implement a Penetanguishene Secondary School Community Closure Program.
  • Committee received the monthly By-law activity report for May 2021.
  • Committee received the monthly animal control update.
  • Committee received a memo regarding 59 Main Street for information.
  • Committee supported changes to the Building Fee By-law to increase certain fees by 15% and to hold a Public Meeting for comments.
  • Committee received a report and a memo regarding 12 Byrnes Crescent for information.
  • Committee received a memo regarding the closing date on 51 Dunlop Street including plans to advance the closing date to July 28, 2021.
  • Committee approved the 2022 OPP Contract Billing Model.
  • Committee approved the 2022 Budget Goals, Objectives and Guidelines.

Special Committee of the Whole

In Camera Closed Session

  • Council Convened in Closed Session to discuss a litigation or potential litigation affecting the municipality or local board, including matters before administrative tribunals.
  • Council received a memo regarding the Phase 2 Harbour Pointe Subdivision Drainage Matter Update.
  • Council received a memo regarding the Philip H. Jones PCP Grit Removal System Update.
