Council and Committee of the Whole Highlights - December 9, 2020

Council

  • Council received a presentation from Cindy Hastings and Karen Mealing regarding the Culture Alliance.
  • Council received a presentation from Sajecki Planning regarding the Town Dock Secondary Plan Project.  
  • Council approved the Council member appointments to Town Section Committees as presented by the Mayor effective January 1, 2021.
  • Council approved that the Town submit an application to the Inclusive Communities Program for the completion of an Age Friendly Plan.
  • Council received the Winter Maintenance of the Waterfront Trail report for information. Staff were to advise the Georgian Bay Snowriders Club to continue to groom the Trans Canada Trail for multi-use.
  • Council approved the Sports Hall of Fame Agreement Amendment By-Law as outlined in the staff report.
  • Council approved the adoption of the 2020-2021 Police Services Board Goals and Objectives as presented.
  • Council approved all recommendations in the November 25, Committee of the Whole Report.
  • Council approved all recommendations contained within the Special Committee of the Whole Report related to Finance and Corporate Services as presented.
  • Council passed 16 by-laws including:
    • 2020-55 To Authorize the Temporary Borrowing of Funds
    • 2020-56 To Provide for a 2021 Interim Tax Levy
    • 2020-57 To Set the Water Utility Rates for 2021 and to Amend By-law 2015-64
    • 2020-57 To Set the Water Utility Rates for 2021 – Schedule A-A
    • 2020-57 To Set the Water Utility Rates for 2021 – Schedule A-B
    • 2020-57 To Set the Water Utility Rates for 2021 – Schedule A-C
    • 2020-58 Boys and Girls Club of North Simcoe Day Camp Agreement 2021

Committee of the Whole

  • Committee received Council Information package from December 9, 2020 for information.
  • Committee received the Midland Penetanguishene Transit Ridership Quarterly Update for information.
  • Committee approved the recommended action for Separate Accessible Transit Service. Staff were directed to develop further options for recommendation to be reviewed in January.
  • Committee approved the proposed amendment to the Traffic/Parking By-Law as outlined within the staff report and that staff bring forward the necessary By-Law for Council approval.
  • Committee approved Enbridge Gas to proceed with the gas utility relocation, at an estimated cost of $177,146.30.
  • Committee approved the Initial Acceptance of the Driveway Aprons, Boulevards, Siltation and Erosion Controls and Steel Beam Guiderail Barricades within Phase 2 of the Harbour Pointe Subdivision.
  • Committee approved the renewal of the Natural Gas Appointment and Retainer Agreement with Local Authority Services (“LAS”) and that a by-law for the agreement be brought forward for Council approval.
  • Committee approved Change Order No. 4 for the Ojibwa Landing (111 Robert Street West) Risk Assessment project property for a total cost of $48,200 (excluding HST) and that the additional funding required to complete the project of $103,861 be funded by a combination of Development Charge and Taxation funds.
  • Committee approved recommended option A regarding the Georgian Queen Fee Waiver Request Follow-up.
  • Committee received the November 2020 Monthly Municipal Law Enforcement Activity Report for information.
  • Committee received a monthly Huronia Animal Comparative Report for information.
  • Committee approved Amendment to Sign Bylaw on Hate Symbols and Hate Speech as recommended.
  • Committee received a memo from the CAO to update Council regarding the Huronia Municipal Airport – Strategic Development Plan.

Special Council

  • Council convened in an in-camera (closed session) to discuss details of an ongoing surplus property/land matter[SM1] .
