Council and Committee of the Whole Highlights - December 8, 2021

Council

  • Council held a public meeting and presentation regarding the Zoning By-law Amendment for the property 21 Hunter Road. Comments received from the public after December 3, 2021 were noted for the file and one member of the public spoke in opposition.   A report for a future Committee of the Whole meeting to address any comments received at the Public Meeting for the Zoning By-law Amendment for 21 Hunter Road will be made prior to any decisions.
  • Council received a verbal update from the Chief Administrative Officer regarding COVID-19 Municipal Impacts. 
  • Council approved the site plan for 212 Gilwood Park Drive as presented.
  • Council approved an extension of the current Joint Services Agreement for a period of 1 year for the provision of Ontario Building Code/ Building Code Act services to the Town of Penetanguishene from January 1, 2022, until December 31, 2022, for $124,000 (subject to adjustment upon confirmation of November CPI).
  • Council approved the draft agreement with St. Ann’s Episcopal Church for the use of church lands as a temporary outdoor rink.
  • Council approved the updated Agreement with York University to utilize the designated portion of Ecology Garden for the purposes of developing a Climate Change Solutions Park.
  • Council awarded Currie Truck Centre the contract to provide a New 2023 Tandem Axle Snowplow to be delivered late in 2022, as per the proposal.
  • Council approved recommendations within the Committee of the Whole report from November 10, 2021 and the Special Committee of the Whole report from November 24, 2021.
  • Council formally requested that the County of Simcoe implement a 60km/h speed limit on County Road 93 from the new roundabout for approximately one kilometer north towards the Town of Penetanguishene and one kilometer south in the Town of Midland. Council passed nine (9) By-laws including; 
    • 2021-55 - Being a By-law to Authorize the Execution of an Agreement with York University for the use of the Ecology Garden at 144 Fox Street, Penetanguishene and to Repeal By-law 2021-28
    • 2021-56 - Being a By-law to Authorize the Execution of an Agreement with Roman Catholic Episcopal Corporation for the Diocese of Toronto, in Canada for the provision of an outdoor rink for the period of December 1, 2021 to April 30, 2025
    • 2021-57 - Being a By-law to Appoint Baker Tilly Canada as the Auditor for The Corporation of the Town of Penetanguishene and its Local Boards for the 2021 Audit
    • 2021-58 - Being a By-law to Provide for a 2022 Interim Tax Levy for the Payment of Taxes and to Provide for Penalty and Interest of 15% per Annum
    • 2021-59 - Being a By-law to Authorize the Temporary Borrowing of Funds to Meet Current Expenditures Until 2022 Taxes are Collected
    • 2021-60 - Being a By-Law to Amend the Town of Penetanguishene Water Works Utility By-law 2015-64 Schedule A-A Schedule of Fees and A-C Schedule of Rates
    • 2021-61 - By-law to Establish and Approve the Fees and Charges of the Town of Penetanguishene
    • 2021-62 - Being a By-law to Appoint the Municipal By-law Enforcement Officers for the Town of Penetanguishene (Road Patrol/Equipment Operator)
    • 2021-63 - A By-law to Authorize an Extension Agreement with the Town of Midland for the provision of Ontario Building Code Enforcement Services

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Committee received a presentation from Nicole Jackson, Museum Curator regarding the Land Acknowledgement.
  • Committee received a presentation from Alison Luoma, Meridian Planning regarding the proposed new Zoning By-law.
  • Committee received the Council Information Package from November 7 and  December 1, 2021.
  • Committee approved Option 3 to be completed in 2022 as outlined within the staff report regarding the Intersection of Dufferin Street, Burke Street and Robert Street East.
  • Committee received meeting minutes from the Trails Committee, Curling Club, Community Wellbeing Committee and Penetanguishene Public Library Board.
  • Committee directed staff to proceed with negotiating an agreement for boat tour operations at the municipal wharf with the proponent who submitted Proposal A in response to the Request for Proposals.
  • Committee directed staff to consult with Beausoleil First Nations Chief and Council and the Georgian Bay Metis Council on the proposed Land Acknowledgement. 
  • Committee approved the Ships Company of Penetanguishene Agreement as outlined in the staff report.
  • Committee received the following memos and reports to Council:
    1. Memo to Council regarding Queen’s Court Design Charrette
    2. Committee of Adjustment Minutes -  September 27, 2021
  • Committee approved the Amendment to Clean Yards By-law 2011-54 as presented.
  • Committee approved the Community Development Fund Reserve Policy (Referral Report) as presented.
  • Committee approved the Short-Term Rental Units – Licensing Options (Referral Report) as presented.   Consultation with the community on options are proposed for early 2022.
  • Committee approved the application for Zoning By-law Amendment regarding 97 and 95 Poyntz Street.  A by-law will be presented at the next Council meeting for approval.
  • Committee received the Zoning By-law Review Project Draft New Zoning By-law for discussion.   A future Public Meeting to consider the new By-law will be set for early 2022.
  • Committee received the following consent agenda items for information:
    1. 2021 Scholarship Program
    2.  Memo to Council regarding the COVID-19 Vaccination Clinic Penetanguishene Memorial Community Centre
    3. Memo to Council Update #7 regarding the CNCC Policing Costs
    4. Municipal and School Board Election 2022
  • Committee approved the funding request for the Finance Municipal Modernization Projects.
  • Committee approved the Shelter Now Funding Request as outlined in Option #1.
