Council and Committee of the Whole Highlights August 14, 2024

Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Upcoming meetings including agendas and minutes from the meetings are available on our website. This meeting is available for viewing on our YouTube Channel. 

Council

  • Council had no residents participate in the Open Forum, where Council provides 2 minutes to speak about any municipal item.
  • Council proclaimed July 29, to August 11, 2024 as Fierté Simcoe Pride in the Town of Penetanguishene. A flag raising was previously held, August 6, 2024.
  • Council proclaimed the month of September as Arthritis Awareness Month in the Town of Penetanguishene.
  • Council proclaimed September 2024 as Childhood Cancer Awareness Month in the Town of Penetanguishene.
  • Mayor Rawson declared September 9, 2024 as “Fetal Alcohol Spectrum Disorder Awareness Day” in Penetanguishene.
  • Council held a public meeting for Zoning By-law Amendment Z.A. 8/2024 and Draft Plan of Subdivision PEN-SUB-2024-02: 128 Burke Street. Written and verbal comments from the public were made.
  • Council held a public meeting for Zoning By-law Amendment Z.A. 2/2024 – Town initiated Housekeeping Amendment. No comments from the public were made.
  • Council received a presentation from Southern Georgian Bay Detachment Commander regarding the Community Safety and Policing Act.
  • Council approved the Section Committee Appointments and SSEA Board Alternate for the remainder of the Council term.
  • Council approved the recommendation to report back to a future Council meeting with results from the Public Meeting for Zoning By-law Amendment Z.A. 8/2024 and Draft Plan of Subdivision PEN-SUB-2024-02 for 128 Burke Street
  • Council approved the recommendation to report back to a future Council meeting with results from the Public Meeting for Zoning By-law Amendment Z.A. 2/2024 – Town initiated Housekeeping Amendment.
  • Council received the report on the results of Public Meeting for Zoning By-law Amendment Z.A. 7/2024 for 40 Edward Street and approved the application.
  • Council approved the Fuller Avenue Pole Anchor Parcel Expropriation Application as presented.
  • Council awarded the contract for Wash Bay Construction project and contingency funds as presented.
  • Council approved the 10 Year Development Charges Background Study and By-law as presented.
  • Council approved and ratified the decisions from the Committee of the Whole Report of July 10, 2024.
  • Council passed 6 By-laws:
    • 2024-33Being a By-law to establish development charges for the Town of Penetanguishene and to repeal Penetanguishene Development Charge By-law 2019-49
    • 2024-34Being a By-law to Authorize the Execution of an Agreement Between The Corporation of the Town of Penetanguishene and Christine Patenaude for the Operation of the Concession Booth (The Snack Shack) at the Penetanguishene Memorial Community Centre for the Period September 1st, 2024 to March 31st, 2028
    • 2024-35Being a By-law to Amend Zoning By-law 2022-17, as amended of The Corporation of the Town of Penetanguishene for 40 Edward Street
    • 2024-36Being a By-law to dedicate a One Foot Reserve on Wright Court Legally Described as Block 117, Registered Plan 51M-355 as a  public highway
    • 2024-37Being a By-law to Authorize the Entering into an Agreement with Rogers Communications to Establish a Locate Protocol
    • 2024-38By-law to Authorize an Application for Approval to Expropriate Land being Part of Lot 116, Concession 2, geographic Township of Tay, now in the Town of Penetanguishene being part of PIN 58446-0017(LT)

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee received the Midland Penetanguishene Transit Ridership Quarterly Update – Q2 2024 for information.
  • Committee received the Payette and LePage Water System Inspection Reports for information.
  • Committee received the Corporate Wide Work Order System – Progress Update for information.
  • Committee approved the Ojibwa Landing Ecological and Human Health Risk Assessment as presented.
  • Committee approved that the Freightliner Snowplow be deemed surplus and be disposed of in accordance with the Surplus Vehicles and Equipment Policy.

RECREATION AND COMMUNITY SERVICES

  • Committee received a memo from the Director of Recreation and Community Services regarding the outdoor rink.
  • Committee received a memo from the Director of Recreation and Community Services regarding Seniors Active Living Centre Funding.
  • Committee received a memo from the Director of Recreation and Community Services regarding the Skate Park.
  • Committee received the Trails Committee Meeting Minutes from April 2, 2024.
  • Committee approved the Summer Cultural Festival Ad Hoc Committee as presented.

PLANNING AND COMMUNITY DEVELOPMENT SERVICES

  • Committee received a memo from the Municipal Law Enforcement Officer regarding Monthly Activity Report – July 2024 for information.
  • Committee approved the Proposed Fence and Boundary Fence By-laws as presented.

FINANCE AND CORPORATE SERVICES

  • Committee received a letter from the Mayors of the Town of Midland and Penetanguishene and the Township of Tay regarding the user fees and charges for all recreation amenities / services for information.
  • Committee received the 2024 Qtr #2 Financial Summary for information.
  • Committee received the Feasibility Study Award & Executive Steering Committee for Fire and Emergency Services for information.
  • Committee approved Option 3 outlined in the funding options for Georgian Bay General Hospital MRI Addition.
