Council and Committee of the Whole Highlights: August 11, 2021

Council

  • Mayor Leroux on behalf of the Town of Penetanguishene Councilproclaimed August 31, 2021 as International Drug Overdose Awareness Day.
  • Council held a Statutory Public Meeting with respect to proposed the Building Permit Fee increase in Penetanguishene. No comments from the public were made. 
  • Council received a presentation from Michael Ryan regarding the Simcoe County Food Council.
  • Council received a memo regarding correspondence from the Sandy Bay Road Area Residents.
  • Council received a verbal update from the Chief Administrative Officer regarding COVID-19 Municipal Impacts.
  • On behalf of Council, Mayor Leroux approved the following advisory committee appointments; Denise Steeves to the Trails Committee, Doug Rawson to the Committee of Adjustment, Robert Cummings to the Committee of Adjustment. 
  • Council approved that the Town Dock Remediation and Shoreline Protection Tender be awarded to J.Hoover Ltd in the amount of $236,038.97 (plus HST).
  • Council approved recommendations within the Committee of the Whole report from July 14, 2021
  • Council approved recommendations within the Special Committee of the Whole from July 28, 2021.
  • Council passed one (1) By-laws including;

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Committee received the Council information packages from August 11, 2021 for information.
  • Committee received a delegation from Tony Huguenin regarding 123 Robert Street East.
  • Committee received a delegation from Bryan MacPhearson regarding 123 Robert Street East.
  • Committee received Midland Penetanguishene Transit Ridership Quarterly Update.
  • Committee approved the initial acceptance of the streetlighting for Phase 3 of the Harbour Pointe Subdivision.
  • Committee received memo to Council regarding the 2021/22 Ice Season, which informed Council the ice season will begin some time during the week of September 6, 2021.
  • Committee approved that the emergency roof repairs to the museum outbuildings be funded through anticipated savings achieved in the RCS budget. 
  • Committee received the Monthly Huronia Animal Control Report for information.
  • Committee received the Municipal By-Law Enforcement Monthly Report for information.
  • Committee received the Business Recovery Task force meeting Memo #13 and #14 for information.
  • Committee received a Memo on a Complete Application for a Zoning By-law Amendment at 95 and 97 Poyntz Street and scheduling of a Public Meeting on September 8, 2021.
  • Committee approved a Site Plan for the property at 37 Champlain Road (Beacon Bay Marina) for the construction of a Boat Storage building.
  • Committee received the results from the public meeting for a Draft Plan of Subdivision, 123 Robert Street East and referred the matter to staff for further discussion with the applicant.
  • Committee received Land Use Compatibility Assessment – Harbour Pointe Subdivision for information.
  • Committee received a memo regarding Federal Gas Tax Program.
  • Committee received a memo regarding 2021 Quarter 2 Financial Summary.
  • Committee received AMO Conference 2021 – Ministry Delegations.
  • Committee received the Department Capital Budgets and expectations for information and discussion.
  • Committee approved the transition to in-person Council and Committee Meetings.
  • Committee approved option 2 in the Procedural By-law Review regarding presentations and delegations which limits meetings to 2 presentations with the proviso that the Mayor and CAO can approve an additional presentation and/or delegation if deemed urgent.
  • Committee approved the Sewage Treatment Plant Grit Removal System Internal Loan.
