Special Council, Council and Committee of the Whole Highlights, April 10, 2024

Special Council

  • Council received a memo from the Director of Human Resources regarding the Penetanguishene Volunteer Firefighter (VFF) Association Negotiations Update.
  • Council received a memo from the Director of Public Works regarding the Fuller Avenue Pole Anchor Easement Expropriation – Update.

Council

  • Council had 1 resident participate in the Open Forum, where they were provided 2 minutes to speak about any municipal item.
  • Mayor Rawson proclaimed the month of May 2024 to be MS Awareness Month for the Multiple Sclerosis Society of Canada.
  • Council held a public meeting regarding the Draft Affordable and Sustainable Community Improvement Plan. Comments from the public were made.
  • The Loomex Group presentation regarding Community Risk Assessment did not proceed due to technical issues and will be rescheduled.
  • Council approved the minutes from the March 13, 2024 Special Council Meeting and Council Meeting.
  • Council approved that staff report back with recommendations on the results of the Public Meeting on the Draft Affordable and Sustainable Community Improvement Plan.
  • Council approved the recommendation from the Wellbeing and Accessibility Committee for the 2024 recipient of the Town’s Youth Endowment Fund.
  • Council approved the following recommended appointment to the Southern Georgian Bay OPP Detachment Board:
  • Doug Taylor – Community Representative
  • Mayor Doug Rawson – Council Representative
  • Council requested support regarding the Central North Correctional Centre Policing Costs from the Association of Municipalities of Ontario (AMO), the County of Simcoe, neighbouring municipalities and other municipalities who are hosts to Provincial facilities.
  • Council approved the Committee of the Whole Report from March 13, 2024.
  • Council passed 5 By-laws:

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Committee received a presentation from the Chief Wastewater Operator and Director of Public Works regarding the Wastewater Treatment Division Annual Report 2023.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee received a memo from the Director of Public Works regarding Electric Vehicle (EV) Charging Station Funding for information.
  • Council received the Wastewater Treatment Division Annual Report 2023 for information.
  • Council approved Option 1, 905 Fuller Avenue Site, outlined within the project file report, as the preferred option for the Municipal Snow Storage Location and Class 2 soil management site.
  • Council approved the use of a Subdivision Bond as security for the St. Andrew’s Village Subdivision Agreement as presented.
  • Council approved the use of a Subdivision Bond as security for the Keefe Street Development Agreement as presented.

RECREATION AND COMMUNITY SERVICES

  • Committee received the Museum and Heritage Advisory Committee Meeting Minutes from February 8, 2024 for information.
  • Committee received the Penetanguishene Public Library Meeting Minutes from February 26, 2024 for information.
  • Committee received the Trails Committee Meeting Minutes from September 27, 2023 and December 19, 2023 for information.
  • Committee received a memo from the Director of Recreation and Community Services regarding ParticipAction Grant – Newcomer Program for information.
  • Committee received a memo from the Director of Recreation and Community Services regarding Wharf Structural Update for information.
  • Committee approved moving forward with the Camera Agreement with the Kings as presented.

PLANNING AND COMMUNITY DEVELOPMENT SERVICES

  • Committee received Economic Advisory Committee Meeting Minutes from January 8, 2024, andFebruary 5, 2024 for information.
  • Committee received the Committee of Adjustment Meeting Minutes from January 22, 2024 for information.
  • Committee received a memo from the Director of Planning and Community Development regarding a complete application and scheduling of a Public Meeting to consider Zoning By-law Amendment File No. Z.A. 3/2024 respecting 1321 Sandy Bay Road for information.
  • Committee received a memo from the Director of Planning and Community Development regarding 1st Quarter 2024 Update for information.
  • Committee received a memo from the Director of Planning and Community Development regarding updates for two 2024 Capital Projects, the Heritage Designation Project and the Parking Strategy, for information.
  • Committee received a memo from the Municipal Law Enforcement Office regarding Monthly Activity Report – March 2024 for information.
  • Committee approved the 2024 Heritage Tax Rebates for the 2023 tax year, as outlined in the report.

FINANCE AND CORPORATE SERVICES

  • Committee received an update regarding Allocation of Municipal Modernization Funds for information.
  • Committee received a memo from the CAO regarding Insurance Pooling Feasibility Study for information.
  • Committee received a memo from the CAO regarding Non-Resident User Fees for information.
  • Committee received a memo from the Director of Human Resources regarding Compensation Review Update for information.
  • Committee approved the 2023 Capital Carry Forwards and 2023 Draft Capital Program as presented.
  • Committee approved to repeal the Financial Contributions to Community Organizations Policy.
  • Committee approved the Advisory Committee Work Plans 2024 as presented.
  • Committee approved the Penetanguishene Police Services Board Meeting Minutes as presented.
